Last spring I took my youngest cousin to get his learner permit before his first year at university, mostly so I could stop being his chauffeur. One morning, one biometric queue, and a PDF on his phone. The system has genuinely improved — but there are three routes through it, and they are not equal. Here is the map.

First, the eligibility gate

Eighteen for a car or motorbike permit, twenty-one for light transport. You need a valid CNIC — the B-Form route for a two-wheeler exists in some provinces for minors, but expect the counter to be stricter about it. Applicants over fifty need a medical certificate from a registered doctor. Photos: passport size, white background, 35 by 45 millimetres.

The three routes

The DLIMS portal is the flagship. For Punjab that is dlims.punjab.gov.pk; Sindh has its own licensing site; KP runs through the excise portal; Islamabad through the capital's excise site; Balochistan is still an in-person-only affair. The flow is similar everywhere: register with your CNIC and mobile number, verify the OTP, and — this is where half the rejections come from — select Learner's Permit, not Permanent Licence. Upload a clean CNIC scan front and back, pay the fee through JazzCash or Easypaisa, and book the biometric slot. Fees run from a few hundred rupees upward depending on province and vehicle class; whatever the amount, keep the receipt.

The police-station counter is the Punjab shortcut most families never hear about: the same learner permit is issued at designated police stations, in person, with the same documents. For urgent needs it beats the portal queue entirely. That is the route we used — paper form, token, chai while the printer warmed up, done.

The tout outside the gate is not a route. Anyone promising a same-day permit for an extra fee is either typing the same form you could have typed, or uploading something that gets the application flagged. Skip them politely.

The queue mathematics

For biometric appointments, book the 8 AM or 3 PM slots. Mid-morning in season can stretch towards ninety minutes; the edges of the day move fast. New slots are released around midnight — set an alarm if you are desperate. Bring the printed payment slip, the original CNIC and the booking confirmation; the desk checks all three before the token.

The six-month clock

Approval is typically a couple of days — Punjab quotes 48 hours, KP a little longer — and the digital permit carries a QR code that traffic police can scan on your phone. It is valid six months and it is not renewable: inside that window you sit the proper licence test, or you start again from zero. And the law is the law — a learner drives only with a licensed adult in the front seat. That is not a suggestion, and the warden who stops you will not treat it as one.
