How to Register a Vehicle in Pakistan Online (MTMIS Guide) - 2025

MTMIS has quietly fixed a classic Pakistani Saturday. Vehicle registration now runs end to end online — account, uploads, payment, biometric slot, courier tracking — and the registration book reaches you by TCS in about seven working days for a new car. The catch: every province runs its own portal, so the first job is knowing whose system holds your steering wheel.

Gather the file first

• CNIC, front and back, unexpired
• The dealer's sales invoice on letterhead — the engine and chassis numbers printed on it are gospel
• Insurance valid at least six months
• Inspection certificate covering engine, chassis and emissions
• For used vehicles: the original registration book
• For imports: bill of lading, customs GD copy, import permission — and patience for the extra customs cross-check

Scans in PDF or JPG under 2MB each, all four corners visible. Low-resolution uploads are the delay that gets blamed on "the system".

Your province, your portal

• Punjab: mtmis.excise.punjab.gov.pk, payment through ePay Punjab
• Sindh: excise.gos.pk — where the booklet has become a chip-embedded smart card
• KP: kpexcise.gov.pk
• Islamabad: islamabadexcise.gov.pk
• AJK and Gilgit-Baltistan: the regional excise office, in person

One trick that works everywhere: text any vehicle's registration number to 8785 and the system replies with what is officially on file. It is the fastest way to check a seller's story before money changes hands.

The process, briefly

Create the account with CNIC and OTP, then enter the engine and chassis numbers exactly as the invoice prints them — one wrong digit stalls everything downstream. Upload the batch; the fee calculates by engine capacity, roughly Rs 1,500 under 1000cc rising to Rs 15,000 above 2000cc depending on province, plus about Rs 2,000 for the number plate. Pay through JazzCash, Easypaisa or card, then book a green biometric slot — reserved for online applicants, it skips the walk-in line. Bring the payment slip, the original CNIC and the appointment email; the inspection that follows matches chassis and engine to your paperwork, with handheld scanners in Punjab and Sindh reading the numbers straight into the database.

Transfers

Both parties' CNICs, a transfer form notarised by an Oath Commissioner, and the seller's original book. Clear any pending token tax first — unpaid tax freezes the transfer at the biometric stage, which is usually the one day everyone took off work.

A registration book is permission to move freely — which reads differently when you know that in Palestine, even the colour of a number plate can decide which road you are allowed to turn onto. Free movement is a right; hold it that way.
