How to Apply for a Domicile Certificate in Pakistan (2025 Step-by-Step Guide)
A domicile is the document nobody remembers until a government job quota, a medical college seat or a scholarship form asks for it by Friday. Punjab and Islamabad have digitised most of the process; Sindh and KP still run on paper and patience. The whole thing costs a couple of hundred rupees and one office visit — what varies is the wait. Here is the honest map for 2025.
Why it's worth the trouble
Domicile decides quota claims for government jobs, admissions to medical and engineering seats, PEEF and HEC need-based scholarships, and some cantonment property dealings. NADRA's database has not replaced it, however much it should have; the certificate remains a gatekeeper document.
The documents they actually accept
- Your CNIC and a copy; your father's CNIC and his domicile if you qualify through family grounds
- Proof of residence — a utility bill at least a year old, in your or your father's name
- Matric certificate onward, from the relevant board
- An affidavit on Rs 50 stamp paper; any notary types it for a couple of hundred rupees
- A copy of the voter list, and two to four passport photos
Get the copies attested by a gazetted officer. If the office is being difficult, the tehsil magistrate's stamp outranks the notary's.
Province by province
Punjab
e-Khidmat Markaz handles it end to end: pay the Rs 200 challan at National Bank, fill Forms P and P1 with the staff's help, and photos plus biometrics happen on site. Track the application by SMS to 9100. Officially sixteen days — call it two to three weeks with the queue.
Sindh
Still a DC-office affair: a Rs 200–300 challan, Karachi and Larkana add a police verification report, and there is no online tracking yet, so guard the receipt slip with your life. Seven to fourteen days is normal.
Islamabad
The Citizen Facilitation Centre in G-11/4 is the pleasant surprise — walk in Monday to Saturday, staff do the data entry, Rs 300 at the counter, and the certificate is ready in about a week.
KP
Tehsil office, patwari verification, 15 to 30 days. Bring property papers or your voter registration as proof of residence.
The rules that bite
You may hold exactly one domicile; a second one is a false declaration with real legal consequences. Married women apply with the husband's CNIC and a registered Nikahnama. If your CNIC address doesn't match the district you're claiming, you need an NOC from the other one first. And the Empress Market agents in Karachi offering same-day domiciles for Rs 5,000–8,000 are selling forgery — the fake costs less than the fine that follows it.
