Complete Guide to Applying for a Driving Learner's Permit Online in Pakistan (2025)
The learner's permit is the least glamorous document you will ever own: a six-month provisional licence that says you may drive, as long as a licensed adult is sitting beside you. In Punjab, Sindh and KP the application now takes one evening online plus a single visit for biometrics; Balochistan is still a forms-and-office affair. Here is the route.
Who qualifies
- 18 for motorcycles and cars (the LTV category)
- 21 to drive light transport commercially
- 22 for heavy transport
- A medical certificate from a panel doctor applies if you are over 50, or going for HTV at any age
You need a valid CNIC — a B-Form won't do for the licence itself.
Where you apply
- Punjab: dlims.punjab.gov.pk — register with CNIC and OTP, track by SMS to 9966. Many police stations issue permits on the spot as well.
- Sindh: dls.sindhpolice.gov.pk — NADRA-verified from the first click.
- KP: ptpkp.gov.pk books appointments at the licensing centres and tehsil offices.
- Balochistan: the regional licensing office, in person.
Stick to the .gov.pk address. The man outside the gate offering same-day service is charging you for a form you can fill at home.
The five steps
- Register on the portal with CNIC and mobile; verify the OTP.
- Select Learner's Permit — not Permanent Licence, which needs the test history.
- Upload the CNIC scans and a white-background photo.
- Pay online: roughly Rs 500 to Rs 2,000 depending on province and vehicle class, through JazzCash or Easypaisa.
- Book the biometric visit. Approval usually lands within 48 hours, as a PDF with a QR code a traffic warden can scan on the spot. Print it; keep it in the visor.
The 42-day rule
Most provinces require 42 days between the learner's permit and the driving-test booking, so the calendar runs: apply on day one, permit in hand by day three, practice through day 40 — with a licensed adult, genuinely, not an uncle texting from the back seat — then book the test the week you become eligible. The licence follows about a week after you pass. Take the 8am or 3pm slots for the shortest queues; new slots drop at midnight.
While the permit is valid: licensed adult in the front seat, permit copy in the car, no motorway, no showing off. With the points system live in Punjab, the old learn-from-a-cousin era is genuinely ending.
