HEC Scholarships Application Process for Pakistani Students (2025 Guide)
Most HEC scholarship applications do not fail because the candidate was weak. They fail because a scan was blurry, the fee receipt was never uploaded, or the profile carried a CNIC mismatch nobody noticed until weeks later. The portal is not difficult — it is unforgiving. Here is the process as it actually runs, start to finish.
Start with the e-portal account
Everything begins at eportal.hec.gov.pk. Register with your CNIC, a working email and your own phone number, verify with the OTP, and log in. This one account follows you for years — scholarships now, degree attestation later — so use an email you actually check, not the one you made in ninth grade. Fill in every section honestly: personal details, education from matric onward, work experience, research output if you are applying at MS or PhD level. Upload your CNIC and photograph in the profile once, and they auto-populate into every application afterwards.
Prepare documents before you touch the form
Gather and scan everything first — colour, 300 DPI, under the 2 MB cap most fields enforce. The usual stack:
- CNIC front and back, plus domicile
- transcripts and certificates from matric to your latest degree
- passport valid at least 18 months beyond the course start, for overseas programs
- a study plan or research proposal of 3 to 5 pages for postgraduate applications
- income certificate for need-based programs, from the employer or a gazetted officer
- two recommendation letters on letterhead, signed and sealed
If a file is too large, compress the PDF — but not so hard it becomes illegible, because the verification desk rejects scans it cannot read.
Pay the fee, then upload the receipt
Most programs carry a non-refundable processing fee of roughly Rs 500, doubling to Rs 1,000 for the overseas PhD scholarship. Deposit at any HBL branch, ATM or through HBL online banking:

Then upload the scanned receipt inside the application. Without it, the application sits in Draft forever and nobody at HEC ever sees it. This is the single most common failure point in the whole process.
After you submit
You receive a tracking number — save it immediately, because every follow-up runs through it. Review takes roughly four to eight weeks. Shortlisted candidates are called for an aptitude test, an interview at HEC Islamabad or a regional office, or direct nomination to a partner university. Watch your email and HEC's official pages; nobody will always phone you, and a missed test call costs the seat.
The windows to plan around
Overseas scholarship calls tend to open January to March; need-based local programs February to April; the Commonwealth, Hungary and China cycles July to October and again around the new year; the Fulbright window sits in the first half of the year through USEFP. Confirm current dates on hec.gov.pk before building your year around them, and submit days before deadlines — the servers slow down precisely when everyone rushes at once.
