Studying in Germany from Pakistan in 2026: The Complete Free-Tuition University Guide

Public universities in fifteen of Germany's sixteen federal states charge no tuition — to anyone, from anywhere. You pay a semester contribution of roughly €150 to €350, which includes regional transport. The degree is real; the price is paperwork.

The tuition map, honestly

Bavaria (TU Munich, LMU), Berlin, North Rhine-Westphalia (RWTH Aachen), Hesse, Hamburg and Lower Saxony teach free beyond the semester contribution. The exception is Baden-Württemberg — Stuttgart, Heidelberg, Karlsruhe — which charges non-EU students €1,500 a semester; budget for it or apply elsewhere.

Skip the private business schools charging €10,000 to €25,000 a year — the public system is the entire point.

APS first, applications second

Since 2022, no Pakistani file moves without the APS certificate — the Akademische Prüfstelle verifies your matric, intermediate and degree against BISE and HEC records before any university or embassy will look at you.

It needs HEC-attested documents first, and HEC's e-services portal takes weeks. Apply at aps-pakistan.com, courier the file, and expect the certificate in four to six weeks.

With APS in hand, search the DAAD database for English-taught master's programmes and apply directly or through uni-assist (around 150 universities; €75 for the first application, €30 for each additional one in the same semester).

The usual stack: a CGPA above 2.5 (competitive programmes want 3.2-plus), IELTS 6.5 with no band below 6.0, two references from professors who actually taught you, and a statement of purpose mapping your coursework onto that programme's modules by name — "I love German engineering" is how files get rejected.

The blocked account

For 2026 the figure is €11,904 — one year of living costs, parked before your visa interview and released back to you at €992 a month after you land. Fintiba is the provider most Pakistani students use (setup around €90, then roughly €5 a month); Expatrio waives setup through partner universities; Coracle is the flat-fee budget option.

A DAAD scholarship letter can stand in for the blocked account — EPOS master's funding suits applicants with two years' work experience, and PhD candidates with a confirmed supervisor sit outside most of this machinery. Living, working, staying

Health insurance is compulsory — TK or AOK, about €120 a month under thirty. You may work 120 full or 240 half days a year; Werkstudent roles pay from minimum wage upward.

After graduation, an eighteen-month residence permit lets you hunt for degree-matching work, and a normal engineering or IT salary clears the EU Blue Card threshold comfortably. Where files die

Partial blocked-account funds; documents that flatter the record (APS checks against BISE and HEC — a fraud flag is permanent); generic personal statements instead of module-level arguments; the exact language certificate missing; unexplained gaps in the timeline.
