HEC Scholarships 2025: A Complete List of Available Programs
Every year, scholarship money goes unclaimed in Pakistan because students heard about a program after its window closed. This is the inventory, in rough calendar order — what each scheme pays, who it wants, and when it opens. Unless noted, everything runs through the HEC e-portal, so make your account and complete your profile before any deadline, not during one.
The overseas programs
Commonwealth Scholarships (UK). Full tuition, a monthly stipend in the £1,300s — more if you are placed in London — plus airfare and thesis support. You need a first-class degree, to be under roughly 30 for a Master's, and to apply through HEC only; a direct application to the UK side is rejected automatically. The window usually runs July to mid-October.
Chinese Government Scholarships (CSC). Tuition, dormitory accommodation and a monthly stipend, applied for through the Chinese embassy system with HEC-attested documents. Choose your university first, then apply between roughly January and March.
Stipendium Hungaricum (Hungary). Tuition-free study with a modest monthly stipend. The catch is paperwork discipline: you must apply on both the Hungarian portal and HEC's, between January and mid-March.
Mevlana Exchange Program (Turkey). For students whose university has an agreement with a Turkish partner; the application goes through your own institution, roughly February to April.
Fulbright, via USEFP. The full American package — tuition, stipend, airfare, health cover — for a Master's or PhD, with GRE and IELTS expected. Apply on the USEFP portal, roughly February to May. No agent is involved and none is needed; anyone selling you a Fulbright file is selling air.
The local programs
Ehsaas Undergraduate Scholarship. Full tuition plus a Rs 4,000 monthly stipend for public-sector university students from families earning under roughly Rs 45,000 a month. Applications run roughly September to November.
HEC Need-Based Scholarships. Applied for through your own university's financial aid office after admission — tuition plus a living stipend, decided campus by campus.
Indigenous PhD Fellowships. The large MS-to-PhD pipeline: a monthly stipend in the Rs 25,000 to 30,000 range, a valid GAT-General score, and 18 years of education.
Prime Minister's Laptop Scheme. For students in the top CGPA bracket of public universities; windows announced on the e-portal, typically in spring.
Allama Iqbal Scholarship (Sri Lanka). Full support for undergraduate or postgraduate study in Sri Lanka; calls announced roughly February to April.
The habits that win these files
Apply in the first week the portal opens — the servers degrade badly near deadlines. Write a study plan that names what you will do for Pakistan, not only for your career. Keep attested transcripts, degrees and CNIC scans ready in one folder. And HEC scholarships are free to apply for; the moment someone charges you for the application itself, walk away.
