How to Check BISP / Ehsaas Program Eligibility & Submit Complaints (2025)
The Benazir Income Support Programme moves money to millions of families each quarter — around Rs 10,500 per family under Benazir Kafaalat — and checking whether you qualify takes under a minute. Everything below is the official route. No middleman deserves a rupee for it.
Check your eligibility
Two official channels, both real:
- Web portal: open 8171.bisp.gov.pk, enter your 13-digit CNIC number, type the code shown, and submit. Free.
- SMS: send your CNIC number, no dashes, to 8171 from any mobile. Costs a couple of rupees and works without internet.
The reply tells you whether you are eligible, under review, or flagged to visit a centre. If the main portal is jammed, the alternate address nser.bisp.gov.pk runs the same check.
Who actually qualifies
Eligibility runs on your PMT score — the proxy means test calculated from your NSER survey — with a threshold of 32 or below as the working line. The automatic disqualifiers: a government employee in the household, more than three acres of irrigated land, a vehicle registered in your name, or high combined utility bills. Monthly household income above roughly Rs 60,000 also rules a family out.
Not registered, or marked ineligible and you disagree? Visit your nearest BISP tehsil office with the original CNIC, children's B-Forms, and a utility bill as proof of address. Field survey teams also knock door to door — keep the CNIC ready for them.
When something goes wrong
- Payment not received: call the helpline at 0800-26477, or send your complaint by WhatsApp to the number listed for your province on the 8171 portal.
- Eligibility decision looks wrong: file a review through the Grievance tab on the portal; reviews are answered within about a week.
- Tracking it: send TRACK along with your ticket number to 8171 and the system replies with the status.
Collecting the money safely
Payments now arrive through HBL Konnect agents and JazzCash wallets, always with biometric verification in person. BISP never sends payment links by SMS, and genuine staff never charge a fee to release your money. If a message demands a click or a cut, forward it to PTA at 9000 — free — and report it to the FIA cybercrime line at 1991. The scam only works if you stay quiet.
