The New US Entry Rules File (November 2026): The CDC Attestation Every Pakistani Family Now Signs at Check-In, the Passport Stamp That No Longer Exists, and the Electronic I-94 Habit That Replaces It — What Changed on 1 and 3 November, What a False Signature Costs, and the Documents Worth Keeping Forever

Two American changes landed inside one week, and both sit between a Pakistani family and the arrivals hall: a signed health attestation at check-in from 3 November 2026, and a passport that no longer gets stamped — a shift CBP confirmed on 1 October 2026. Neither is a ban. Both change what you carry, sign and check.
The quick answer: the CDC order of 22 October 2026 (amended 28 October) requires every person boarding an international flight into or connecting through the United States to attest they have not been present in the Democratic Republic of the Congo in the 21 days before boarding — airlines collect the signed statement, and a willfully false attestation carries criminal fines and imprisonment under 18 U.S.C. § 1001. The order took effect for flights departing at or after 11:59 p.m. EST on 3 November 2026, and CDC's own assessment is that the overall risk to travellers remains low. Separately, CBP ended routine admission stamps, which makes the electronic I-94 record your only proof of lawful entry — one five-minute check on the official I-94 site belongs in every arrival day, next to the US visit visa file and the F-1 student file.
The attestation, precisely
- What it asks: a signed confirmation that you have not been in the DRC in the 21 days before boarding your US-bound flight.
- Who signs: everyone — visitors, students, returning residents, even crew after the 28 October amendment named them explicitly.
- Where it happens: at check-in or boarding, collected by the airline under a DOT enforcement notice, on CDC's standard form.
- What a false signature costs: the order cites criminal fines and imprisonment under the federal false-statement statute, 18 U.S.C. § 1001.
- The only waiver: an exemption issued by the US government itself — no airline counter can grant one.
For a family flying Karachi or Lahore to New York, the honest answer takes ten seconds and one signature. The rule targets recent DRC travel history — recent West Africa transit changes the conversation, and honesty is the only strategy, the discipline the reapplication playbook teaches after any refusal.
The stamp that isn't there anymore
On 1 October 2026, CBP announced it would stop routinely placing admission stamps in passports during primary inspection. The little inked rectangle that said admitted B-2 until such-and-such date is gone from the ordinary process. In its place: the electronic I-94 — the record CBP built after retiring the paper card. Your passport will still be scanned and your visa examined; what disappears is the ink.
The catch is psychological. A stamp felt like evidence. A database entry does not — until you print it, which is exactly what every visitor should now do.
The I-94 habit that replaces the ink
Within 24 hours of landing, every Pakistani visitor on a B1/B2 should open the official I-94 site and check three fields:
- Class of admission — B-2 for tourism, B-1 for business, F-1 for students.
- Admitted-until date — the real end date of lawful stay, which can differ from what the visa foil says; overstaying it is how accidental violations happen.
- Name and date of birth exactly as in the passport — transcription errors are fixable, but only if someone looks.
Save the PDF with the copies you already carry — because the next visa officer, whether American or Schengen, may ask how long your last US visit actually was, and the travel-history ladder is climbed on records, not memories.
- America ka naya entry system samajh lein: check-in par CDC ka attestation sign hoga — jhoota jawab federal jurm hai, is liye form par likha hua khud parhein. Ab passport par entry stamp ki umeed na rakhein; landing ke baad i94.cbp.dhs.gov khud kholen, class of admission aur admitted-until date note karein, aur record ki photo apne phone me rakh lein. Kaagaz aap ne sign kiya hai — uski copy bhi aap ki zimmedari hai.
An American attestation form carries the full weight of federal law, while the bombs that emptied Gaza's apartments were countersigned by no court at all — no docket number for a flattened street, no statute for a starving child. Ya Allah, keep Palestine's account where no veto and no veto-writer can reach it. Sudan's families now fill out forms at foreign desks in exile, their country's registries scattered by generals who chose war over their own children — Ya Rab, restore Sudan's records, its peace and its people to their own desks at home.
We actually respond, twenty-four hours, no hidden charges, no message left on read — and our US-bound clients get a written arrival-day checklist: the attestation explained before the counter, the I-94 check scheduled into the first evening, every record saved where the whole family can find it.
