The Saudi Package Visa File for Pakistanis (2026–27): One Booking That Carries Flights, a Licensed Hotel and an Instant eVisa — the SAR 4,000 Minimum-Day Arithmetic, the Four-Star Rule, the SAR 402.21 Visa-and-Insurance Line, the Four Approved Platforms, Stays from Two to Ninety Days, and the Honest Read on Who This Door Actually Beats

    File #973 · 4 min read

For years the sentence every Pakistani traveller memorised was a small heartbreak: the Saudi eVisa is not for our passport. July 2026 rewrote it. The Package Visa pilot launched with Pakistan among its seven markets — Bangladesh, Egypt, India, Indonesia, Jordan and Mexico alongside us — and the door it opens is different from everything the visa types guide catalogued before it.

The quick answer: the Package Visa is one purchase, not an application. Book a qualifying package — round-trip flights plus a Ministry-licensed hotel rated four stars or better — through an approved platform, and the eVisa is issued instantly on payment, with visa and bundled insurance at SAR 402.21 and stays of two to ninety days. The catch is the minimum-spend rule: SAR 4,000 per adult across the first two days, plus SAR 1,000 for each additional day. For a pure pilgrimage the Umrah route stays cheaper; for Riyadh, Jeddah or AlUla leisure, this is the most direct electronic door a plain Pakistani passport has.

    How the one-booking machine works

The pilot, announced by the Saudi Press Agency on 6 July 2026, is run jointly by the Ministry of Tourism, the Foreign Ministry, the Interior Ministry and the Insurance Authority — which is why a single checkout can carry a visa:

    • Choose a package on one of the four approved platforms: Reserval, Almosafer, webook.com and Almatar — ready-made or customised.
    • Upload a passport scan and photo at checkout; no embassy appointment, no separate visa form.
    • Pay once. Eligibility is verified automatically and the eVisa arrives with the confirmation — the SPA's own phrasing is that the visa is part of the package, not a hurdle in front of it.
    • Add experiences — event tickets, desert tours, Red Sea days — inside the same booking.

The SAR 4,000 rule, read honestly

    • The minimum is per adult, first two days combined: SAR 4,000 — roughly what a decent Jeddah or Riyadh long weekend already costs with flights and a four-star stay — and each day beyond the first two adds SAR 1,000 to the required value.
    • The hotel must be Ministry-licensed and four stars or better. The bargain guesthouse that made your last DIY trip cheap does not qualify — by design, this route sells a floor under quality.
    • Flights must be round-trip and inside the same booking. A sale fare plus a separate hotel site is not a package in the pilot's eyes.

Which door wins, for which trip

Your trip The door that fits
Pure Umrah, Makkah and Madinah only The Umrah visa — and its one-year multiple-entry version
Leisure trip on a plain green passport The Package Visa — this file
You hold a used US, UK or Schengen visa The sticker route — cheaper for lean plans, per the eVisa file
Long stay with family on iqamas The sponsored visit visa

Umrah itself is permitted on the tourist permission outside the Hajj window with a Nusuk permit — so a December plan that opens with tawaf and ends on the Jeddah Corniche is legitimate on this visa, the logic the Abha and Aseer guide already travels on.

    Where DIY travellers slip

    • Booking flights first. The visa rides on the package, not beside it — a flight confirmation outside the booking collapses the architecture.
    • Ignoring the season's flight reality. November's boards are still recovering from October's disruption — fix package dates to carriers actually flying, per the return-dates scoreboard.
    • Under-budgeting the minimum. The SAR 4,000 floor applies per adult, and platforms reject packages that miss it — do the four-adult arithmetic before falling in love with a hotel.
    • Assuming the pilot is permanent law. Pilots change terms; lock dates and print confirmations.

Ek hi booking — ticket, chaar-sitara hotel aur foran eVisa. Agar sirf Umrah hai to Umrah visa sasta rahega; agar Riyadh ka Boulevard, Jeddah ka Corniche ya AlUla ka winter dekhna hai to Package Visa Pakistani passport ka sab se seedha electronic darwaza hai. Bas SAR 4,000 wali shart pehle hisaab kar lein.

A holiday that arrives whole in one confirmation is a small luxury, and it lands differently when you remember that Gaza's families hold keys to homes that no longer exist — their returns cancelled not by terms and conditions but by an occupier that bombs the very idea of a booking. Ya Allah, give Palestine's people their bookings honoured and their doors standing. Sudan's families need a stack of permits and bribes to cross a single checkpoint in their own country, their journeys taxed at every edge by generals who weaponise distance itself. Ya Rab, make Sudan's roads free again, its checkpoints dust.

We actually respond, twenty-four hours, no hidden charges — and our clients get the whole route written out: package arithmetic against your real dates, the platform comparison, and the honest verdict on whether this door beats the Umrah visa. HTG Travels — WhatsApp +92 317 5054959.

What a Hotel Star Actually Guarantees in Saudi Arabia (2026–2027): The Ministry of Tourism Classification File for Umrah Families — The 1,366-Point System, What Three, Four and Five Stars Must Legally Provide, the Signage Every Lobby Must Display, and How to Verify a Package Hotel Before You Pay

Package mein 'five star' likha hai, tasveer mein chandelier hai — aur ground reality ek purana building nikla. The gap between a package's stars and the hotel you actually check into, explained through the system that governs it. The core fact first: in Saudi Arabia a hotel's stars are not marketing, they are a Ministry of Tourism classification — a scored system with a maximum of 1,366 points, category minimums from 317 points for one star to 1,155 for five-star Luxury, mandatory requirements a property cannot skip, and mystery-guest inspections for the top tiers; operating unclassified accommodation can cost up to SAR 1 million plus closure. What the tiers actually guarantee: three stars means a 16-hour reception, a restaurant serving three meals a day with its own kitchen and rooms around 18 square metres; four stars means 24-hour reception, 16-hour room service and rooms around 22 square metres; five stars means round-the-clock room service, an additional restaurant and rooms around 26 square metres; five-star Luxury adds fine dining, a specialty coffee shop and standard rooms of 45 square metres or more. Then the Umrah family's toolkit: the classification signage every lobby must display, the Ministry's licensing portal that shows a hotel's tier, licence expiry and operator, why booking-site stars and package stars can legally differ from the official grade, what 'residential building' means on a package, and the verification moves — hotel name first, grade second, distance third — that turn a star into a promise.

The Date-Change File (2026–2027): What Pakistani Families Actually Do When Umrah Dates Move After the Visa Is Printed — the 30-Day Entry Clock That Turns a Postponement Into a New Application, the Hotel Booking That Has to Shift First, the Flight Rebooking Chain, the Permit That Follows the Booking and the Order of Operations That Saves the Most Money

"Dates badalni hain" — the sentence that reaches every operator's desk within a week of any visa being issued: a death in the family, the son's leave refused, the exam board moved the papers, the doctor said not this month. This is the file for the moment the calendar moves after the paperwork has already been printed. The clock that decides everything: the single-entry Umrah visa must now be entered within thirty days of issuance — a postponement that slides past that window does not postpone the visa, it kills it, and the application starts again. The order of operations that saves money: hold the flight before it auto-cancels, shift the hotel booking that anchors the whole file, let the permit follow the booking, then rebook the flights — in that order, with the flight-change chain handed to the refunds file. The postponement decision done as arithmetic: the visa fee, the hotel cancellation window and the flight change fee weighed against each other instead of feared together. And the calm that travels with it: istikhara before the change, the Hijri drift that quietly moves the crowded weeks, and the reminder that Palestine's families hold keys dated 1948 while Sudan's hold postponed weddings neither chose to postpone.

The New PIA File (2026–2027): Privatized, Under the Arif Habib Consortium, and Flying Wet-Leased 787-9 Dreamliners Into London Daily — What the Airline's Restart Actually Means for Pakistani Umrah Families This Winter, From the Rs 135 Billion Deal to the Fleet Reality to the Booking Questions That Changed With the Ownership

On 1 November 2026 a Boeing 787-9 landed at Islamabad wearing PIA colours — the first wet-leased Dreamliner of the privatized airline, arriving the same day daily Pakistan–London flights began. This is the new-PIA file for Umrah families: the Arif Habib-led consortium's Rs 135 billion purchase of 75 percent struck at the December 2025 auction, management control formally transferred at the end of June 2026, EASA's restored access behind it, the second Dreamliner now expected 15 December with two more aircraft due in January 2027 and the operational fleet already up to seventeen or eighteen airframes, why the brand name stays while the register changes, what a wet-lease actually is and what it means for your cabin crew, and the booking playbook for a winter in which 'will it fly' has quietly become 'which metal, what connection, at what fare'.

The Advisory File (2026–2027): What a Travel Advisory Actually Says to a Pakistani Umrah Family — the Level 3 You Keep Hearing About, the Ordered Departure That Is Not Your Departure, the Drone Toward Makkah That Was Intercepted, and the Honest Arithmetic Between 'Reconsider Travel' and a Paid-For Package

Two tabs open on the same kitchen table: a Umrah package quote and an embassy security alert. This is the file that reconciles them: what the four advisory levels actually mean and what none of them is (a ban); what an ordered departure moves (an embassy's own staff, not your flights); the October 2026 case study Pakistani families lived — the US alert sharpened to Level 3 with non-emergency staff and families ordered out of the Kingdom on 23 October, while the Pakistan Airports Authority kept stating the operational truth that Jeddah and Madinah flights ran as usual and PIA had suspended only Riyadh; the 30 October coalition announcement that a drone headed for the Makkah region was intercepted with no damage to the Haram; what an advisory does and does not do to your money (insurance war-risk exclusions, fare rules, operators' flexibility windows); the geography that separates the alert zones from the Haramain corridor; and the go-or-postpone worksheet a family should actually fill before cancelling anything.

The Umrah Invoice File (2026–2027): Reading a Pakistani Family's Package Quotation Line by Line — What Ground Handling, Twin Sharing and Ziyarat Included Actually Mean, Where the Hidden Extras Hide, the Red Flags That End in Complaints, and the Ten Questions Worth Asking Before a Rupee Moves

"Package mein kya included hai?" — the question every Pakistani family asks at the counter, and the answer that usually arrives as one number. This is the invoice file: how to read a Umrah package quotation the way an accountant would, line by line. What the visa layer is actually worth through the operator door (near SAR 300 with insurance of roughly SAR 100–180 on top), what accommodation on a triple-sharing basis really commits you to, why transport written as as-per-schedule means waiting for two other flights' passengers at 2 AM, which costs never appear on the sheet — tipping, laundry, the Zamzam can's airline handling — and the red flags that predict a ruined trip before money moves: unnamed hotels, cash payment, insurance billed twice, permits for things Nusuk issues free. The ten questions that belong in every booking meeting, and the DIY-versus-desk arithmetic finished honestly.

The Government Servant's Umrah File (2026–2027): The NOC Timeline Nobody Warns Bureaucrats About — Permission From the Parent Department Before the Passport Before the Visa, the DGIP Rules for Government Employees, Leave Dates That Dodge the Office's December Crush and the Family That Waits on One Signature

Every Pakistani government employee who has done Umrah tells the same story: the visa was the easy part — the journey started at the department. This is the file for the civil servant's Umrah: why permission to proceed abroad comes from the parent division or head of department before anything else moves, what departmental action travelling without the NOC actually invites, and the four-gate sequence that follows — NOC, then the passport (for which the Directorate General of Immigration and Passports requires a No Objection Certificate from government, semi-government and autonomous-body employees; urgent service runs about five working days, normal about twenty-one), then the Umrah visa through a licensed operator with its six-month passport validity, Nusuk-linked hotel booking and polio-vaccination proof, and only then the flight — timed against the 30-day entry window so the leave calendar and the visa calendar agree. Plus the leave arithmetic that avoids the office's December crush, the Hajj note for civil servants who prefer the government scheme's fully digitized 2027 process, and the ten-to-twelve-week timeline that keeps the whole family off the waiting list.
