Russia from Pakistan 2026–2027: No e-Visa for Green Passports, the Rs 22,560 Embassy File and Cash-Only Moscow
Someone in your circle has already said it: "Russia is easy now, you just get the e-visa online." That friend is describing the unified e-visa that 64 countries qualify for — India, Türkiye, Saudi Arabia, most of the EU — and it did get friendlier in 2025, with validity stretched to 120 days and stays to 30 days. Here is the part that matters on a green passport: Pakistan is not on that list. The Moscow trip is very doable — but it goes through the embassy, and it goes better with a plan.
The quick answer: Pakistani citizens apply through the Consular Section of the Russian Embassy in Islamabad. A single-entry visa costs Rs 22,560 (issued in about a week for most purposes — tourist files run longer while the invitation is verified), double-entry Rs 35,360, with urgent processing roughly doubling the fee. The document you cannot produce yourself is the tourist confirmation (invitation) from a registered Russian tour operator. No nonstop flights exist — Turkish Airlines connects via Istanbul in about 7h 45m total, one-ways from roughly USD 451. And inside Russia, foreign Visa and Mastercard simply do not work — you carry cash.
The file that decides everything
The embassy's checklist is long but mechanical: passport valid six-plus months with two blank pages, all previous passports (an English FIR if any are lost), a 3.5×4.5 cm photo, flight reservation, hotel bookings, police character certificate, six months of bank statements, FRC and MRC, employment or business documents, NTN with two years of tax returns, and recent salary slips.
The one item that is not mechanical is the tourist confirmation. It must come from an operator listed in Russia's Unified Federal Register of Tour Operators, printed on letterhead, carrying the operator's MBT reference number, your exact entry and exit dates, and every paid service. Get one date wrong and the border has questions. This is the document HTG Travels arranges through partner operators in Russia — matched to your flights, not to a template.
A footnote on the rumour mill: Moscow has discussed mutual visa-free group travel with several countries, and Russia is negotiating with seven more — but nothing covering Pakistani tour groups has been signed into force. Plan on the visa. A fee reshuffle in October 2026 also raised the e-visa to 238 AED for the 64 lucky nationalities and doubled express consular fees for Europeans; the embassy's own Pakistan fee schedule remains the number to trust.
Moscow: onion domes and a mosque district
Red Square hands you St Basil's swirls, Lenin's Mausoleum, the GUM's glass arcade and the Kremlin walls in one frame — do it at first light before the tour columns form. The Bolshoi and the Pushkin Museum take the afternoon.
For Muslim travellers, Moscow is quietly excellent. The Cathedral Mosque near Prospekt Mir stands among Europe's largest, the city's tourism office publishes a halal-friendly visitor guide, and more than 30 proper halal restaurants — Uzbek, Caucasian, Tatar, Turkish, Lebanese — sit within a short metro ride. Plov and shashlik are not consolation food here; they are the local default.
St Petersburg and the White Nights
The Sapsan train links the two cities in about four hours. Time a late-May-through-early-July visit and you get the White Nights — the sky that never fully darkens, bridges opening over the Neva at 2 a.m. while the city stays awake.
The Hermitage anchors the trip: main-complex entry runs roughly RUB 500–1,200 depending on the time slot (about USD 6–13), cheapest in the evening windows, and online booking is non-negotiable in season.
The cash reality, planned properly
Since 2022, cards issued outside Russia have not worked inside it. Your plan is USD or EUR notes, exchanged at bank counters, plus hotel staff who register your migration stay automatically within seven working days — book real hotels, not apartments, and the paperwork runs itself. Winter visitors: Moscow plays at −10 to −20°C; pack like you mean it.
| Line item | Cost | Good to know |
|---|---|---|
| Single-entry visa | Rs 22,560 | ~1 week, except tourist files (longer) |
| Double-entry visa | Rs 35,360 | Urgent processing roughly doubles fees |
| Tourist invitation | Via registered operator | Must match flight dates exactly |
| Flights ISB–MOW | From ~USD 451 one-way | Turkish via Istanbul, ~7h 45m, no nonstops |
| Hermitage main complex | RUB 500–1,200 | Slot-based; book online |
| In-country budget | Cash only | Foreign Visa/Mastercard do not work |
Pro tip: The invitation letter's dates must mirror your flight reservation to the day — mismatched dates are the most common, and most preventable, refusal reason in Russian visa files. Lock flights and invitation together, never weeks apart.
