Canada Study Permit from Pakistan 2026–2027: The PAL Lottery, the CAD 22,895 Rule and the File That Beats a 7-Week Wait
Every intake season, a Pakistani family somewhere puts the cart before the horse: fees paid to a college before checking whether that province even has a Provincial Attestation Letter left to give. Canada is not the "easy option" it was in 2019 — it is now a quota system with a visa attached, and understanding the quota is half the visa. Cap ka nizaam samajh liya to file strong banti hai.
The quick answer: most undergraduate and college applicants need a PAL (Provincial Attestation Letter) issued through their Designated Learning Institution before IRCC will even process the application — 2026 allows roughly 309,670 PAL-required applications nationally, with Ontario at ~104,780, Quebec ~93,069 and BC ~32,596. Master's and doctoral students at public DLIs are PAL-exempt from 1 January 2026. Proof of funds is CAD 22,895 for living costs outside Quebec plus first-year tuition, the application fee is CAD 150 with CAD 85 biometrics, and Islamabad processing is running around seven weeks when the file is complete. The old SDS fast lane is gone; the slow lane rewards preparation. And the long game after graduation is permanent residence — the Express Entry guide maps how Canadian work experience converts into PR points.
The money, itemised
| Item | Amount | Notes |
|---|---|---|
| Study permit fee | CAD 150 | IRCC online portal |
| Biometrics | CAD 85 | VFS Islamabad, Lahore, Karachi |
| Living-cost proof | CAD 22,895 + tuition | Outside Quebec; since Sept 2025 |
| GIC (optional but persuasive) | ~CAD 22,895 | Scotiabank, CIBC, ICICI Canada |
| PAL | Free via DLI | Request after accepting the offer |
The single biggest change families miss: the funds bar moved from CAD 20,635 to CAD 22,895, and officers check it against a full account history, not a screenshot taken the night before. A four-month-old balance that suddenly balloons is read exactly how you think it is read.
The PAL, explained properly
A PAL is the province confirming that this student holds one of its limited seats under the federal cap. Three practical rules decide most cases. First, you cannot apply for a PAL yourself — the DLI requests it after you accept the offer and usually pay a deposit, which is why late acceptances at crowded Ontario colleges collide with exhausted quotas. Second, a PAL generally cannot be reused after a refusal or transferred to another institution, so a badly built first application burns the seat itself. Third, Quebec runs on the CAQ in addition to federal requirements, which adds weeks if discovered late.
Pro tip: treat the PAL as a perishable item. Accept the offer, trigger the PAL request, and only then book biometrics — sequencing the other way round is how a whole intake gets missed.
Who still does not need a PAL
- Master's and doctoral students at public DLIs — exempt from 1 January 2026, the single biggest recent concession
- K-12 pupils, and in-Canada permit holders extending at the same DLI and same level
- A handful of priority and vulnerable-category exemptions listed on IRCC's own checker
If your programme is a two-year Ontario college diploma, none of those exemptions apply — the PAL is the file, and tracking how fast a province's allocation is burning is half the planning. It is also why the education desk at HTG Travels maintains quota-burn notes for clients — a number most applicants never see until the seat is gone.
What the file needs to survive
- Admission logic. Why this programme, at this DLI, after this prior qualification — the study-gap question is asked in Islamabad as often as in US F-1 interviews.
- Funds with a biography. Consistent salary credits, business documentation or a sponsor whose numbers make sense — the same discipline the UK's maintenance rules demand.
- Ties and intent. A progression that plausibly returns value to Pakistan beats a generic "I love Canada" essay every week.
- Dependant reality. Spousal open work permits are now limited mainly to master's and doctoral students — families planning around an undergraduate admit should budget for that.
A refusal is not the end — the GCMS notes and reapplication playbook recovers files — but a fresh PAL must be re-requested each cycle, which is where DIY applicants lose an intake. Weigh this route against Australia's AUD 2,500 file or the scholarships-first approach before spending a rupee.
Where help actually pays
The education desk at HTG Travels works these files year-round and gives clients a written guide to each year's cap and PAL mechanics — updated when the rules actually move, not when the WhatsApp forwards do. DLI selection against quota history, funding files reviewed before submission, and a refusal-recovery plan if one lands: that is the difference between applying and competing.
Every intake list is a set of names that made it through a quota — so hold one line for Gaza's students, who keep applying to the world's universities after their own were flattened and dismissed as collateral damage, their transcripts buried with their campuses. May Palestine's students be wanted in their own halls again. And keep Sudan's students in the same dua — a generation whose degrees were frozen mid-sentence when war reached Khartoum, studying in exile for a country that cannot yet hold their exams. May Sudan's calendars restart in their own land.
