BISP Ehsaas Program Guide 2025: Eligibility, NSER Survey & Payment Collection
Most people who miss out on BISP money do not fail the poverty test — they fail the paperwork. Registration runs in two stages, and skipping the first makes the second impossible. Here is the route from "not in the system" to "payment received", plus the five things that most often leave a case stuck.
Stage one: the NSER survey
Everything begins with the National Socio-Economic Registry. Send the word ADDRESS followed by your CNIC number to 8171, and the reply names your nearest registration centre with its hours. Carry original CNICs, the children's NADRA-verified B-Forms, a recent utility bill, and whatever income proof exists — a salary slip, a daily-wage letter from the employer, or a signed affidavit.
At the centre, every adult in the household completes biometric verification against NADRA's live records, then answers the survey: assets, income, housing structure, who studies, who earns. Answer honestly. The responses are cross-checked against FBR and vehicle records, and falsifying them is now a prosecutable offence rather than an administrative slip.
Stage two: enrolling the benefits
NSER registration sets your PMT score; enrolment links payments to it. Kafalat flows automatically once the score clears the threshold. Taleemi Wazaif needs one more visit — the child's B-Form, a school admission slip stamped by the school, and the beneficiary mother's CNIC. From then on the stipend rides on 70 percent attendance, verified through the app headteachers update monthly. Raise this with the school early, because a forgotten update suspends the payment as surely as a skipped week.
Why cases get stuck
- The survey went stale. Scores refresh on roughly a three-year cycle; a household last surveyed years ago may be invisible to the current system until re-surveyed.
- A death was not reported. The family must inform the office within six months so the benefit moves to the next eligible woman — otherwise payments simply stop.
- Attendance lapsed. One bad quarter of school records suspends the education stipend until the record recovers.
- A CNIC mismatch. If NADRA has not caught up with a marriage, a name spelling or a death, the file freezes until it does.
- A disqualifier fired. A vehicle above 800cc, Grade 17+ government employment, foreign travel on a machine-readable passport, or three-plus acres of irrigated land drops the household automatically.
Where to take a rejection
Nothing here is final. Appeals go to the tehsil BISP office with original documents in hand; the Pakistan Citizen Portal app moves complaints an office has sat on; and [email protected] creates a written trail worth keeping. The toll-free helpline 0800-26477 answers from 8 am to 8 pm for payment dates, centre addresses and everything between.
A queue that actually ends is a quiet privilege. Gaza's families wait at crossings that open rarely and close on decisions made elsewhere — carrying that proportion into a slow office morning is the least I can do.
