Umrah With a Child and One Parent (2026–2027): The NOC, B-Form and Guardian Document File Pakistani Mothers and Fathers Must Get Right

File #766 · 4 min read
The scene repeats at Pakistani departure gates: a mother, three children, a trolley — and a supervisor asking for a consent letter that does not exist. She is a widow, or her husband could not get leave from Riyadh, and nobody told her one-parent travel with minors is its own document file. The Umrah was never the problem; the folder was.
The quick answer: A child travelling to Saudi Arabia for Umrah needs their own machine-readable passport and visa, their B-Form (CRC), and — with one parent only — a notarised consent letter (NOC) from the non-travelling parent stating the trip's dates and destination. Widowed parents carry the father's death certificate; divorced parents carry the custody order or guardianship certificate. Checks happen at three layers — airline check-in, FIA exit, Saudi entry — and the file is assembled in Pakistan, before the tickets.
The child's own documents
The modern file is:
- B-Form (Child Registration Certificate) from NADRA — the child's fundamental document, against which everything else is issued
- A machine-readable passport in the child's own name, six-month validity rule included — the passport renewal guide covers fees and fast-track options
- The Umrah visa on the child's passport, filed with both parents' details — which is why a missing parent does not stay private; the visa file itself asks. The Umrah visa mistakes guide documents how mismatches between B-Form, passport and visa sink applications.
The consent letter (NOC): who writes what
The NOC is a short, notarised letter from the non-travelling parent stating: the child's name and passport number, the accompanying parent's particulars, the travel dates and destination, an explicit no-objection statement, and the signing parent's CNIC number and contact. Get it notarised — stamped and registered, not merely signed — with three copies plus phone scans.
- Husband in the Gulf? He writes the NOC, has it attested, and couriers it home — a month out, not a week.
- Separated but not divorced? The NOC still matters — family disputes at airports are exactly what FIA's checks exist to catch.
- Operators often have their own template — ask before paying a notary for a format the visa file will reject.
Widowed, divorced, custody
- Widowed: carry the father's death certificate plus the B-Form showing the mother as surviving guardian, both in hand luggage.
- Divorced with custody: the family court's custody decree is the document; a formally granted guardianship certificate travels too.
- Remarried households: a court-appointed guardian's papers outrank informal arrangements every time.
Where the file actually gets checked
- Airline check-in — Gulf and Saudi carriers are the strictest on one-parent minors; they can and do refuse boarding without a consent letter.
- FIA immigration at exit — counters question minors without both parents precisely because of abduction and custody disputes; a clean notarised file turns two hard questions into two stamps.
- Saudi entry — the visa file already carries both parents' details; the entry officer's glance should confirm, not investigate. Flying with older children? The first-24-hours arrival guide explains the e-gates (12 and above) and the counters under-12s queue at.
- Inside the Kingdom — strollers, permits and pacing are their own guide: the Umrah with children and infants file. Grandparents joining from a Gulf country follow the sponsorship route in the family visit visa guide instead.
Pro tip: Do the notary run while both parents are in the same city — thirty minutes and a few hundred rupees, versus a family stopped at departure with non-refundable Umrah visas in their names.
A consent form assumes the father is alive, present and willing — and that assumption is where this file meets grief. In Gaza there are thousands of children whose fathers lie in Israeli detention or under rubble, and no box on any form was built for them; the world's paperwork has no field for orphanhood at this scale. Ya Allah, return every detained father, and be a father to every child of Palestine made to wait. And Sudan's children cross borders clutching grandmothers' hands, birth papers burned with the towns the RSF torched — may Sudan's little ones be believed at every checkpoint, and carried the rest of the way home.
Bachon ke documents waqt par banwa lein — jab tak dono walidain shehar mein hon. Notary ke paas aadha ghanta, airport ki poori raat se behtar hai. B-Form, bachay ka passport, aur NOC: teen cheezein, ek folder, poori sukoon ki neend.
A one-parent Umrah is where preparation stops being optional — a desk that handles these weekly knows which notary formats your airline accepts, which documents the visa file demands, and what to do when the other parent's signature is the thing you cannot get. We actually respond — twenty-four hours, no hidden charges, no message on read — and our clients' children are planned for as children, not as case numbers on a group list.
