Comprehensive Guide: Filing Police Misconduct Complaints in Pakistan

The hardest complaint to file in Pakistan is the one against the man who is supposed to receive complaints. But the routes exist, and they work better than the thana's reputation suggests: the IGP's own complaint cell, the provincial ombudsman, the federal human rights ministry, and — when an FIR is refused — the Sessions Court. Since the 2022 Torture and Custodial Death (Prevention and Punishment) Act, custodial violence is a crime with real teeth: coerced confessions are inadmissible, offenders face up to three years in prison, and the burden of proof sits with the officer once custody and injury are established.

Build the evidence before you escalate

If someone comes out of custody injured, go to a government hospital the same day — courts accept the medico-legal certificate, not a private clinic's letter, and after 48 hours the medical evidence weakens. Photograph injuries, note times and places, and record any bribe demand with its transaction trail. Write down the officer's name and badge number where your family can find it. File this paper trail early: if a counter-FIR appears later, you can show the court it was retaliation for a complaint already on record.

The escalation ladder

Start where the pressure is lowest and keep your tracking token at every step:

• IGP complaint cell. In Punjab, SMS the details to 8787 and keep the token it sends back; KP accepts misconduct complaints at pas.kppolice.gov.pk, and Balochistan through the Central Police Office portal. These cells exist precisely to police their own.
• Provincial Mohtasib (ombudsman). For negligence, delays and administrative abuse once the IGP route stalls. A hearing typically comes within about two weeks, recommendations within 60 days; criminal matters get forwarded, not buried.
• Federal Ministry of Human Rights. Helpline 1099 is the line for torture, extralegal killings and forced disappearances — staffed round the clock, and it can dispatch a human rights officer to the spot.
• Sessions Court. If the station refuses to register your FIR, a petition under Section 22-A CrPC asks the judge to order its registration. The refusal itself becomes part of your misconduct record.

Staying safe while you escalate

Never visit the station alone for a serious complaint, and share evidence with your lawyer through Signal or Telegram rather than handing over your phone. The Human Rights Commission of Pakistan and Transparency International Pakistan both offer free legal support for high-risk cases — take it. A complaint is not rebellion; it is the system being asked to correct itself, and enough small corrections change a station's habits.
